In a medium bowl sift together flour, baking powder, salt and baking soda

In a third smaller bowl combine the milk and vanilla extract

Add milk mixture to creamed butter mixture, stirring constantly until well blended

Add flour mixture to creamed ingredients, blending for 3 minutes or until well mixed
