Combine cold water and ice cubes to make 1 1/4 cups ice and water

Add to Jell-O, stirring until slightly thick

Remove any unmelted ice

If it is still too thin, refrigerate for a few minutes

Pour Jell-O into clear glasses

Drop in gummy fish
